Talc is naturally occured hydrous magnesium silicate.
The crystal sructure of pure talc is Mg(OH)2 which is sandwiched between two SiO2 sheets.
Each layer is electrically neutralized. Adjacent layers are held together only by weak Van der Waals force.
The weak Van der Waals forces between the layers in the crystal can be easily overcome by rubbing.
When you rub talc, those Mg(OH)2 and silica layers slide over each other, thus creating a slippery feel.
This is one of the reasons it is used in cosmetics.
